所有参赛车必须使用4冲程活塞引擎 (four-stroke piston engines)，
车厂不限排量 (with free cubic capacity for manufacturers)，
私人车队最高5.5升 (up to 5.5 liters for private teams)，
车厂允许的最高涡轮压力为4 bar (allow high turbo pressure for the manufacturers, up to 4 bars)。
这就破除了对进气的限制 (do away with air inlets, air restricts)，
允许了可变进气门 (allow variable intake trumpets)，
燃油喷射压力不限制 (fuel injection pressure will be free)，
弃用现用燃油E10，改用二代生物燃油E20 (segue to second generation E20 bio fuels from the current E10)，
燃油选择为柴油、E20二选一 (allow either diesel or gasoline E20)，
可能允许其他更先进的能源技术，比如氢气，甚至100%电力 (there is a possibility of opening up the regulations to other sources of energy that are technologically advanced, like hydrogen or even 100 percent electric power)。
单圈能量回收从0至8兆焦耳分为5个类别 (There will be 5 categories of energy recovery as of 2014, defined from 0 to 8 Mega-Joules per lap of the Le Mans circuit)，
能量回收系统不限制 (systems are free)，
但每台车只能有2个这种系统 (only two systems per car are allowed)，
并且不得升级 (with no evolutionary updates permitted)。
LMP1只允许双座 封闭座舱赛车 (only two-seater closed cars will be allowed)，
混动赛车车重最少850kg，非混动最少830kg(850 kg minimum weight for hybrids and 830 kg minimum for non-hybrids)，
车宽缩减100mm至1900mm (width of the cars will be reduced by 100m, from 2000 to 1900mm)，
车手位置必须更高、更靠前 (driver will sit higher in the car, further forward)，
前翼重量要缩减 (height of front wings will be decreased)。
